On 23 march, the press office of the state council held a press conference on the implementation of the patent conversion initiative (2023-2025). According to the deputy director of the national intellectual property administration, hu wenhui, over the past three years, over 2,700 universities and research institutes have completed the inventory of 1349,000 patents in stock, resulting in the selection of 680,000 patents for inventions with better prospects for conversion, which corresponded precisely to 460,000 enterprises. More than 16,000 road shows, such as "intellectual property services " , have been carried out in various locations, resulting in more than $15 billion worth of patents。
Since the launch of the initiative, 1458,000 patent transfer licences have been filed throughout the country, an increase of 48 per cent over the same period, including 105. 6 per cent in higher education and research institutions; more than 3,000 small and medium-sized enterprises (smes) have been built up, with a number of smes that have mastered hard technology and good patents. The national financial supervisory authority promotes the development of intellectual property finance through the comprehensive promotion of paperless registration of the entire process of patent pledge, the piloting of internal evaluation of intellectual property pledge financing by commercial banks and the expansion of the scope of intellectual property pledge financing. In 2025, banking financial institutions issued cumulative intellectual property pledge loans of $29. 79 billion and a cumulative number of 287,000 households, representing an increase of 56 per cent and 33 per cent, respectively, compared with 2023。
The head of the regulatory department of the national directorate of financial supervision, dumer, stated that, as a next step, the directorate-general of financial supervision would direct financial institutions to develop the financial needs of enterprises in a quantitative and intellectual manner, improve the efficiency of financing by matching services with the firm's graphic intelligence; and continue to improve the quality of intellectual property finance by establishing a “white list” of intellectual property enterprises and a mechanism for the transfer of work in both directions。
Intellectual property services are important aspects of productive services as they cut across the entire chain of operation of the intellectual property regime. By the end of 2024, there were more than 100,000 intellectual property services nationwide, employing more than 1. 1 million people, and the industry received $29. 4 billion annually。

The development of intellectual property services and the regulation of industry order are key. We have been able to achieve positive results by continuously increasing the regulation of the agency sector, vigorously combating agency violations, and focusing on regulating irregular practices。
