    Notification of safety technology-related requirements

    (a) the superintendency of the markets of the provinces, autonomous regions, municipalities directly under the central government and the xinjiang production corps:

    In response to new developments and issues arising from recent security inspections of pressure containers (air cylinders), and with a view to further improving security inspections, the following safety technical requirements are notified:

    I. Production of deep freedom package containers with reactive strengthening technology

    (i) on product standards and related requirements。

    Deep cold pressure packagings are pressure packagings for storage or transport of refrigerated liquefied gases. The manufacture of stationary deep-cooled pressure packagings using response enhancements shall be carried out in accordance with the requirements of the gb/t 18442. 7 - 2017 fixed vacuum insulation deep-cooled pressure packagings part 7: technical provisions for inner respond enhancement. (c) the manufacturing of mobile deep-cold pressure packagings by means of adaptive enhanced technology, which, pending the promulgation of appropriate national standards, should require no less than the requirements of the standard t/catsi 0. 501-2018 " mobile vacuum insulation deep-cold pressure vessel inner packagings " 。

    2. The manufacturing unit may establish its own corporate standards and self-declarations for the manufacture of deep-cold pressure packagings using enhanced response technologies, provided that its technical requirements are not less than those of gb/t 18442. 7-2017 and t/catsi 0. 501-2018, respectively。

    The design document, the plant release document, and the product label shall include a "ps" label。

    4. The supervisory inspection body shall perform on-site monitoring and validation of the enhanced process and results and sign the enhanced response report。

    (ii) on type tests。

    1. The units for the first time manufacturing deep-cold pressure packagings using response reinforcement techniques shall be contracted to test deep-cold packagings by qualified test agencies. Model tests include two components of the validation test of the inner packaging response enhancement process and the cryogenic performance test of the vacuum insulation tank。

    2. The manufacturer shall test the sample packaging and test the sample packagings for a process of adaptation enhancement before the inner packagings of the deep cold pressure vessel are manufactured using the response enhancements. The model test body should confirm on-site the process of validation of the enhanced response process and sign the report. The trial process should have the presence of a supervisory inspection body。

    3. In the case of a pass-through test, the type test agency shall issue and upload the model test certificate, which indicates the scope of the certificate and the period of validity。

    (iii) on the conversion of test certificates。

    1. In manufacturing units that have passed the technical evaluation of the reactor-enhanced deep-cold pressure vessel prior to the issuance of this notification and have not exceeded four years, the original welding process evaluation, sample container testing projects and related technical indicators shall be compared with the conformity of gb/t 18442. 7-2017 or t/catsi 0. 501-2018, resulting in a comparative report to be submitted to the appropriate qualified test body by 1 june 2019 and converted into the model test certificate。

    2. A manufacturing unit of more than four years shall complete a conformity comparison and produce a comparative report in accordance with the above-mentioned requirements, and shall invite the type test agency, which shall perform on-site response enhancement process witness, cryogenic performance test with products randomly extracted by the type test body, and shall be converted into a model test certificate, otherwise the type test shall be repeated。

    (iv) information gathering。

    1. The manufacturing unit shall upload the data for adaptation enhancement processing through the information acquisition terminal in real time to the national platform for resilient enhanced deep cold containers information (hereinafter referred to as the platform) in accordance with the information-gathering procedures and requirements. Supervisory inspection bodies may not issue supervisory inspection certificates for equipment that does not upload the relevant data as required。

    2. The model test body is responsible for the periodic analysis and management of the data and results of the response enhancement processing that the manufacturing unit uploads to the platform and for using the results of the data analysis as the basis for the subsequent model test mitigation project。

    3. The model test institution shall also carry out random spot checks of the operation of the quality management system in the manufacturing units that have obtained the model test certificate, the presence of personnel responsible for quality management and the handling of data uploads in response to the increased response, and shall find the manufacturing units that have committed serious violations of the standards and do not guarantee the quality of the modified and enhanced process. The model test institution may revoke the model test certificate and report the violation promptly to the directorate of special equipment of the directorate-general for market supervision。

    Ii. Mobile deep cold pressure containers with discharge pumps

    In order to prevent users from using mobile deep cold pressure containers with discharge pumps (hereinafter referred to as pump tankers) to fill vehicle-mounted cylinders or other mobile pressure containers in a manner that leads to accidents, pumps shall be used in accordance with the following provisions:

    (i) the unit using the pump tank shall assume the primary responsibility for the safety of the use of the mobile pressure vessel in the unit in accordance with the special equipment use management rules (tsg 08-2017). The circular issued by the special equipment directorate of the former general directorate of quality inspection on the promotion of the national retroactive platform for public service information on the application of mobile pressure containers should continue to be implemented (mass inspection letter [2017) (c) the requirement (no. 38) to encourage the use of pump tankers for the purpose of trajectorizing the use of their pump tankers (including point discharge fluids) using the technology of the network of goods. In the case of a pumped tank without a fixed point discharge monitoring terminal (hereinafter referred to as the monitoring terminal), the user shall contact the original manufacturing unit before the expiry of the periodic inspection period, requiring the original manufacturing unit to install the monitoring terminal on a stage-by-stage basis; if a security hazard is detected, the original manufacturing unit shall remove the security hazard and install the monitoring terminal, for example, through maintenance and renovation。

    (iii) when the inspection body conducts a monitoring inspection of the manufacture of pumped tankers, it shall verify whether the pumped tank is equipped with a monitoring terminal and incorporated into the stationary discharge platform; at the time of the periodic inspection, it shall verify whether the pumped tank is integrated into the stationary discharge platform and is properly used, whether the control terminal is damaged or dismantled. Where there are pump tankers that are not equipped with surveillance terminals, are not included in the operation of a fixed discharge platform, have been damaged or dismantled, have not been equipped with discharge points or have not been processed in violation, inspection agencies may not issue supervision certificates or periodic certification reports。

    (iv) special equipment security surveillance agencies at all levels should increase surveillance and inspection of pumped tankers as a priority. When a pump tank is registered for use, the registration authority shall verify that the pump tank is included in the operation of the fixed discharge platform and that the pump tank that has not been included in the operation of the fixed discharge platform is not registered for use。

    (v) the management of liquid carbon dioxide belt pump tanks is carried out in accordance with the above。

    Iii. Tests on the cryogenic properties of vacuum insulation tanks

    (i) the quantity and certification requirements for type tests。

    Following the release of the new standards nb/t 47058-2017 refrigerated liquefied gas vehicle tank and nb/t 47059-2017 refrigerated liquefied gas tank containers, the following requirements are made for low temperature performance tests for mobile pressure vessel products produced according to the original standards:

    1. The manufacturing unit shall conduct conformity comparisons of the low temperature insulation performance of its product and related technical indicators in accordance with the new standards. Where the new standard requirements are not met, retesting should be done at the initiative of the prototype test institution. For conformity with the new standards or retesting, conversion of the type test report and the model test certificate by the type test agency。

    The conversion of the cryogenic insulation performance report and the model test certificate for the mobile deep cold pressure vessel should be completed by 1 october 2019。

    Iv. In relation to gb/t 5099 - 2017

    (i) transition period for standards implementation。

    1. Gb/t 5099. 1 - 2017 " fragmented cylinders of steel " , part 1: grading vials less than 1100 mpa for post-flammation treatment, and gb/t 5099. 3 - 2017 " fragmented cylinders of steel " , part 3: fire-treated cylinders, 1 january 2019. In view of the significant changes in this revision of standards, taking into account the actual situation of raw materials procurement and commissioning of manufacturing equipment in the application of the standards in gas cylinder manufacturing units, a transitional period of one year has been set for the implementation of the standards, during which both old and new standards are valid. During the transition period, manufacturing units can still be manufactured using original design documents that have been validated. By 1 january 2020, manufacturing units should have completed the design document conversion and model tests in accordance with the new standards。

    2. As of 1 january 2020, the gb/t 5099 - 2017 steel faultless gas cylinders shall be fully implemented in production units。

    (ii) for water pressure tests to determine residual deformation rates。

    1. From 1 january 2020, for cylinders produced in accordance with gb/t 5099. 1 - 2017 " fragmented cylinders of steel " , part 1: anti-ray vials less than 1100 mpa for post-flammation treatment, only water pressure tests shall be conducted to determine residual deformation rates and to achieve real-time recording and traceability of test data。

    2. For cylinders produced under gb/t 5099. 3-2017 " separatic steel cylinders " , part 3: fire-treated cylinders " , the results of the residual deformation rate (i. E., 5 per cent of the cylinders extracted from each batch) may be determined by a hydraulic test combined with an external measurement method (i. E., the results of the residual deformation rate of both the external and internal measurements should meet standard requirements。

    (iii) for seamless cylinders filled with mixed gases。

    A seamless gas cylinder filled with a mixture of gases shall be preferred to a cylinder produced in accordance with gb/t 5099. 1-2017, “sutureless cylinders of steel” part 1: cylinders with less than 1,100 mpa resistance to re-fire after a gill fire”。

    2. If a flamethrower is selected for production under the terms gb/t 5099. 3 - 2017 “sutureless cylinders of steel” part 3: fire-treated cylinders, the impurity content of the mixed gas shall be strictly controlled。

    V. Other matters

    Questions and answers on safety of pressure containers

    (i) technical requirements for deep cold pressure packagings。

    1. In order to prevent accidents caused by overloading of tanks, the design and construction unit shall propose measures to control the maximum filling of tanks and inform the unit of use. The manufacturing unit shall incorporate a stationary deep-cold pressure vessel with a geometric volume of less than 10 m3 and a containment unit。

    Mobile pressure packagings containing liquefied natural gas (lng) shall not exceed 1. 0 mpa for tank design when self-repressed discharge is used。

    3. For deep cold pressure containers with a boiling point not greater than -182°c medium, the manufacturing unit shall require the production unit of the insulation material to submit a satisfactory test report on the compatibility of the insulation material with oxygen from the national quality control centre with the corresponding qualification。

    4. The deep cold pressure packagings that store liquid oxygen media should be designed to avoid accumulation of c. H. Compounds in order to protect the tank from the risk of explosion。

    Design manufacturing units for vehicle tanks and tank containers that have been technically evaluated for ethylene oxide media should, as from the date of this notification, comply with the new design parameters set out in the technical requirements for mobile ethylene pressure packs, which do not comply with the requirements of non-manufacturing and monitoring tests。

    (iv) for the sale of the test filling medium during the trial production of the empty sub-unit。

    1. Units for the construction of empty production units applying for trial filling of mobile pressure containers shall obtain permission for work planning and a safety condition review and security facility design review, together with documentation that the enterprise may conduct the test production in accordance with the law. The range of the medium to be sold by the filling unit (which has the same duration as the pilot production period for the construction project) may be sold out of the plant by the filling authorization unit on the basis of expert evaluation。

    2. Upon completion of the test filling, which is assessed and qualified, the licensing authority shall also verify whether the filling unit has obtained a licence to operate (a safe production permit should be obtained for a project that does not require a chemical licence)。
