The economic development of services has traditionally been a top priority of archival services. In the deployment of this year's mandate, the national archives office has explicitly requested the national archives services at all levels to “addition and subtraction” in the context of economic restructuring, in accordance with the requirements of the central economic work conference, so as to enhance the capacity of archives to service economic and social development。
The director-general of the national archives, yang tsang, noted that, over the years, the archives had been deeply integrated into the economy and society, and that comprehensive reform and the promotion of new processes in a rule-of-law state had created new requirements for the archives to serve economic and social development. In 2015, archives at all levels will need to be more proactive in providing services for economic and social development and contributing to its promotion。
“additional” means continuing to increase guidance to new archives creators, collection of newly generated archives, application of new archival protection techniques, addition of new archives use content, new access channels for archives, new archive users; “reduce” means reducing the number of units that have not created archives, the number of archives that are not managed by the archives, the number of archives that should be accessed, the number of archives that are not, and the number of archives that are not organized, catalogued, identified, digitized, open, etc., and the risks of file security; “multiplication” means reducing the cost of archives management and increasing the efficiency and quality of the use of archives by actively using new archives storage carriers, communications media, and information technology, and increasing the efficiency and quality of archives by mobilizing the creative and proactive nature of archives workers; and “exception” means expanding the number of persons, reducing the number of divided mothers in all aspects of the archives, increasing the overall detection and identification of archives, increasing the contribution of the parent units to the development of the archives and increasing the contribution of the archives to economic and social development。
In particular, the creation of new files will be guided by the requirements for the active identification of new economic growth sites; the collection and management of rural household business files, agricultural safety files, agricultural subsidies files, vocational training files for farmers, and archives on land contracting, titling, marketing, etc., will be strengthened, in accordance with the requirements for the active identification of new economic growth sites; the preparation, processing and management of records of enterprises abroad will be improved, in accordance with the requirements for the promotion of healthy urban development; the management of environmental and ecological protection files will be given high priority and significantly strengthened, in accordance with the requirements for the sustained promotion of energy-saving emission reductions and the protection of the ecological environment; the collection, collation and development of all types of vital records will be strengthened, in accordance with the requirements for the strengthening of guarantees and improvement of livelihood; and the management of social security records will continue to be carried out in accordance with the requirements for the further reform of the social security system。
It is known that the national archives office will have a number of new initiatives in the areas of business, construction projects and construction of new villages. In the area of enterprise archives, the pilot scope and results of electronic management of enterprise accounting files will be further expanded to help enterprises upgrade their management and reduce their operating costs; studies will be conducted by the supreme law, the general directorate of commerce and industry on bankruptcy, the closure of the enterprise's records and their location and flow, and advice will be developed on the disposal of the enterprise's files. In the context of the construction of the project archives, special inspection and inspection of the files will continue in accordance with the general arrangements of the state council for the completion of the construction of the yangtze three gorges project as a whole; inspection of the files of the fixed assets investment project in the defence science and technology industry will continue, and the inspection of the project files will continue to be carried out on a tour of the provinces. In the area of agricultural and rural documentation, the results of the model county work on the construction of new socialist villages will be promoted, the records of the registration of the rights to contract ownership of rural land will continue to be seized, the files of the reform of the collective forest rights system will be fully established, village-level records management will be introduced in due course, and the work of the new socialist countryside will be revised to service the construction of new socialist villages。
