In order to further learn to follow up on xi jinping's rule of law philosophy and the important message of xi jinping's general secretary on emergency management, to fully follow up on the 20th and 20th mid-second and 3rd sessions of the party, to advance the implementation of the ccp central office's opinions on the further upgrading of emergency management capacity at the grassroots level, the state council's office contributed to the development of high-quality capacity-building and emergency management at the grass-roots level from the rule of law perspective. The ministry of emergency management, the ministry of justice, the all-china trade union, and the national office of the justice decided to organize the 6th common law competition on emergency management. The following information is provided:
I. Theme of activities
(b) strengthening of universal access to emergency management at the grass-roots level and strengthening of security preparedness for all。

Iii. Activities
(i) in-depth learning about the implementation of xi jinping's rule of law philosophy and the important discourse of xi jinping's secretary-general on emergency management, and about the implementation of the 20th and 20th mid-second and 3rd sessions of the party, as well as the deployment of key decision-making and key documentation of the party central, state council on emergency management。
(ii) in-depth study on the dissemination of laws such as the constitution, the civil code, the emergency response act, the safe production act, the fire protection act, the mine safety act, the earthquake mitigation act, the flood prevention act, the criminal law amendment (xi) act, the emergency management act, the administrative punishment act, the administrative review act, the administrative procedure act, the legal aid act, the trade union act, etc。
(iii) in-depth study on the dissemination of emergency regulations for production safety incidents, safety incident reporting and investigation handling regulations, safety permits regulations for production, regulations for the safe management of hazardous chemicals, regulations for the safe management of fireworks and fireworks, regulations for the safe management of civilian explosive materials, regulations for the safe production of coal mines, regulations for the management of urban gas, regulations for the assessment of seismic safety, regulations for the management of earthquake safety, regulations for the management of earthquake resistance to construction works, regulations for the prevention of haze, regulations for forest fire protection, regulations for the prevention of fire on grassland, and administrative regulations for emergency management。
(iv) in-depth study of the china construction plan for the rule of law 2020-2025, the programme for the implementation of the rule of law social construction (2020-2025), the programme for the implementation of the rule of law government (2021-2025) and the explanations (ii) of the supreme people's court and the supreme people's procuratorate on a number of issues relating to the application of the law in criminal cases against the safety of production。

Iv. Programme of activities
(i) form and timing of activities
The event is run in two dimensions, formal competitions, general finals, in which the hot competitions and formal competitions are conducted using the online answer mode and learning answers are conducted by scanning the two-dimensional code of the platform。
1. The warm-up contest. From 21 july to 31 july 2025, the competition system designed a multi-legal interactive module in which regional and central business organizations mobilized the active participation of cadres and members of the public, registered and registered in a timely manner, were fully aware of the rules of the competition and were familiar with its subject matter。
Official competition. Between 1 august and 20 august 2025, each person was given the opportunity to respond three times a day, with five randomly distributed questions, the results of which were included in the results of the contest。
3. General finals. In mid-october 2025, the provinces (districts, municipalities) and central enterprises received the top 10 teams of 20 delegates (with further notice of the time, place and allocation rules) in accordance with the overall results of the official contests in their respective areas. A team of four persons from each of the provinces (districts, municipalities) and central enterprise organizations who are to be promoted to the finals is to be selected from among the official contestants and is requested to submit identification information for the candidates by 16 september。
(ii) accompanying legal literacy activities
The provincial emergency management offices, the judicial offices and the general trade union are organized in accordance with the overall programme of competition activities, in conjunction with the joint organization of activities on the subject of legal literacy in emergency management through the formation of a panel of legal lecturers, thematic lectures, on-site expert consultations, presentations of legal results and presentations of typical cases。
Awards
On the basis of the results of the finals, one first prize, two second prizes, three third prizes, and four prizes for excellence, in accordance with the two regional and central enterprise areas, respectively, are awarded, as well as a tribute to the active and outstanding organizational and related units for organizing the event。
Related matters and requests
(i) high priority and broad mobilization. Regional and central enterprises must give high priority to using all forms of publicity to reach out to the grass-roots level. They must also promote awareness of the laws and regulations governing emergency management, encourage public participation and promote the dissemination, influence and coverage of competitions。
(ii) fine deployment and efficient implementation. The provincial emergency management offices, the judicial offices, the trade unions and the central enterprises need to strengthen their organizational leadership and organize their implementation in the light of their local realities. Please identify one focal point for each event and public information and send the list (see annex 2) by 10 july to a dedicated e-mail for the event (yjpfjs@163. (iii) increased advocacy through a combination of measures. Regional and central enterprises need to make full use of the new media for new technologies, to disseminate information and to identify and disseminate, in a timely manner, typical practices of the competition.
