According to the work plan, the national patent survey continued in 2021. The exercise was the approval of the statistical survey system implemented by the national statistical office and the approval of the symbol: national system of statistics [2021] 63. The following information is provided。
I. Subjects of investigation
The 2021 national patent survey targets patent holders and related patent information in 25 provinces (districts, municipalities) of the country. Sample surveys and questionnaires are provided separately。
Ii. Investigation arrangements
(i) by means of integrated national planning and local implementation. (b) to develop a uniform questionnaire and to enter into a patent survey project contract with the relevant local project absorption unit to agree on the work, progress, funding, etc。
(ii) using a web-based response, the project unit is responsible for organizing the questionnaire for survey respondents and conducting monitoring and verification. The bureau will review the questionnaire and return the questionnaires for re-survey and verification。
(iii) upon completion of the survey, summarize the survey and provide feedback on the survey data as required。
Iii. Requests
(i) the survey is an important foundation for the management of the country's patent activities, the further implementation of its intellectual property strategy and the building of a strong intellectual property power. It must be given high priority, with clear responsibilities, carefully organized and effective in preventing the occurrence of underreporting, underreporting and misrepresentation。
(ii) the survey is protected by the statistical law of the people's republic of china and any unit or individual must provide the information required for statistical surveys in a genuine, accurate, complete and timely manner, in accordance with national laws and relevant provisions。
(iii) to identify the directorate's leadership, assign specific responsibility for investigations to specialized offices, schedule scientific work, carefully complete the training of investigators, questionnaire distribution, mid-term inspection and recovery, and ensure that the subject matter of investigations is completed by 15 august, together with a status report on investigations。
(iv) strict fund management, earmarking and timely return of relevant settlement instruments and accounts for project funds in accordance with the financial system。
