    The national patent survey (nps) is an important foundational effort to support the building of a strong intellectual property power. It has been in operation for 16 years since 2008 and nine years since 2016. Deployment to follow up on the mandate of the fourteenth five-year national plan for the protection and application of intellectual property rights on “strengthening the statistical survey of the transformation of intellectual property rights”, under the system of statistical surveys of patent surveys (2024) (no. 116) the following is the notification concerning the organization of a national patent investigation for 2024。

    I. Purpose of the investigation

    The national patent survey aims to investigate in depth developments in the creation, conversion and protection of patents in our enterprises, to fully understand the fundamental role of the patent system in improving the country's core competitiveness, accelerating the development of new quality productivity and promoting high-quality economic and social development, to analyse problems in the development of our intellectual property rights, and to provide data support for macro-management of intellectual property rights, policy formulation, planning implementation and the building of strong intellectual property rights。

    Ii. Context of the research

    The 2024 national patent survey focused on the theme “accelerating the development of new quality productivity and solid promotion of high quality development”, focusing on strengthening industry statistical analysis, consolidating patent conversion surveys and deepening patent creation, protection and internationalization surveys。

    (i) patent creation. The survey covered patent acquisition methods, research and development cycles and inputs, as well as research and research cooperation in production, and the survey on innovative patent technologies was further strengthened this year。

    (ii) patent transfer conversion. The survey covered patent industrialization, patent licensing, transfer, patent enforcement, etc. The unincorporated patent survey was further strengthened this year。

    Subjects and scope of the investigation

    The survey was aimed at patent holders of domestic enterprises with valid patents up to the end of 2023; a sample of 13,000 business patent holders and their 40 million active patents were surveyed; the survey covered 27 provinces, including beijing。

    Iv. Inquiring into organizational implementation

    The national patent survey was organized by the national intellectual property agency and conducted on the basis of a unified questionnaire, a unified platform and a unified time。

    (i) organizational modalities. In the 21 provinces of beijing and hebei, patent investigations are carried out by the regional intellectual property directorate. Pilot projects were conducted in eight provinces, including hebei, liaoning, shanghai, jiangsu, fujian, jiangxi, guangdong and gansu, to expand the number of survey samples taking into account local characteristics and development needs. Patent investigations in the six provinces of shanxi, inner mongolia, guangxi, guizhou, yunnan and xinjiang were commissioned by the national intellectual property agency to be carried out by the beijing zero market survey ltd., a third-party investigator, with the relevant provincial intellectual property offices providing working support.
