Pilot work programme
Implementation of the circular of the office of the national intellectual property agency, the office of the ministry of industry and information technology on the organization of the pilot implementation of international standards on intellectual property for innovative management (2023) for the implementation of the plan for the protection and application of intellectual property in the 14th five-year national plan for the development of intellectual property in jiangsu province (2023) this programme is designed to promote the implementation of the international standards for the management of innovation - intellectual property (iso 56005) (hereinafter referred to as “iso 56005”) and to improve the effectiveness and innovation of enterprise intellectual property management。

Overall requirements
Focusing on demonstration enterprises of national intellectual property advantages and on niche new “small giants” enterprises, and in a pilot-driven, step-by-step approach, innovative actors such as enterprises are strongly guided in the implementation of international iso 56005 standards, developing a comprehensive working mechanism for innovation value achievement as a central orientation, innovation management and deeper integration of intellectual property rights, promoting the embedding of intellectual property management activities into the whole process of innovation, identifying the objectives, methods and pathways of intellectual property management in the innovation process, and comprehensively improving the efficiency, quality and effectiveness of innovation. In cooperation with the bureau of industry and informatization, local intellectual property offices strengthen synergies, security of conditions and digital management, induce companies to participate actively in pilot projects, standardize intellectual property management and innovation capabilities and promote the maximization of innovation values through high levels of intellectual property management。

Pilot objectives
Over a period of three years, the piloting of international standards for the innovative management of national models of intellectual property advantages, as well as of state-specific new “small giant” enterprises, has been progressively implemented. The pilot enterprises have fully implemented iso 56005 international standards, the profound integration of innovation management systems with intellectual property management systems, the overall improvement in the quality and efficiency of the creation and application of enterprise intellectual property rights (iprs), the significant increase in innovation capacity, the emergence of a number of exemplary examples of innovative and intellectual property integration management practices, the creation of a core portfolio of high-value patents to support the development of innovation in enterprises and industries, the creation of a group of strong intellectual property, single champions and pilot companies, and the provision of strong support for the construction of strong and intellectual property provinces。

Pilot assignments and working arrangements
In 2023-2025, a series of enterprises were organized each year to pilot international standards for innovation management, to achieve full coverage in three groups of demonstration enterprises of national intellectual property advantages and specialized new “small giants” enterprises, and to continuously upgrade their intellectual property management and innovation capacities. Other enterprises that are well-established, innovative and willing to pilot are encouraged to do so。
(i) identification of enterprises. By 30 june 2023, 2024 and 15 march 2025, the municipal intellectual property offices, the industry and information technology directorates of each municipality had recommended enterprises from the region to participate in the pilot project in the same year. The list of pilot enterprises was submitted to the provincial intellectual property directorate, the provincial office of industry and information technology for publication. Of these, the number of first pilot enterprises is in principle not less than one third of the number of demonstration firms of intellectual property advantages in the countries of the region and of specialized new “small giants”。
(ii) standards implementation。
1. Organizational learning. Local ip bureaux, industry and informatization authorities organize pilot enterprises to promote the application of integrated service platforms through the standards of the national technical committee for standardization of knowledge management (http://www. Tc554. Org. Cn, hereinafter referred to as the integrated service platform), online learning on iso 56005 and its authoritative interpretation, public benefit courses, practice cases, free access to relevant information, up-to-date policy information and preparation for standards implementation。
2. Initial assessment. Local intellectual property authorities, industry and informatization services, based on their unified deployment, organize the initial assessment of intellectual property and innovation capabilities of pilot enterprises through integrated service platforms (specific arrangements to be notified)。
3. Implementation standards. The pilot enterprises implement iso 56005 standards, review deficiencies against standards, develop and implement improvement programmes, improve innovation management systems and working mechanisms, effectively integrate intellectual property management into the whole process of innovation, and continuously improve intellectual property management and innovation capabilities。
Guidance services. Local intellectual property boards, industry and informatization offices, based on integrated service platforms, follow up on the implementation of learning and related needs of pilot enterprises in the region, fully utilize public service resources and services, provide targeted guidance services such as policy advocacy, training and mentoring to pilot enterprises, and improve the science and effectiveness of standards implementation。
(iii) phase evaluation. Local intellectual property boards, industry and informatization bureaux, based on their unified deployment, organize all pilot enterprises to fill in annual intellectual property and innovation capacity-related data through integrated service platforms, collect pilot experiences and typical cases, and provide timely feedback on issues and recommendations identified in the pilots. The data submitted by the pilot enterprises will serve as the basis for a comprehensive evaluation of the improvement in the capacity of the enterprises, the effectiveness of the implementation of the pilot work in each location, and will be used simultaneously for the selection and review of the national model enterprises on intellectual property advantages。

Safeguards
(i) strengthening organizational management. Intellectual property authorities at all levels, industry and informatization authorities should give high priority to piloting the implementation of international standards for innovation management, strengthening synergies, clarifying the division of responsibilities, working together on organizational mobilization, enterprise selection, policy support, operational guidance and follow-up services to ensure that the pilot work is realistic and effective。
(ii) improving complementary policies. The provincial intellectual property authority has opened the provincial intellectual property large data platform account to pilot enterprises, providing basic information services such as patents, trademarks and so forth free of charge. The pilot work is being advanced by embedding the high-value patent incubator project, patent navigation, etc.; under the same conditions, the pilot enterprises are being recommended as a model enterprise for declaring national intellectual property advantages. The provincial office of industry and informatization has incorporated pilot work into the gradient development evaluation system for quality smes and has established an innovative mechanism for evaluating direct access for smes. Local governments should strengthen the integration of resources, strengthen policy guidance, make full use of intellectual property and sme development funds, and provide support to pilot enterprises, which can be used as an important basis for developing and recommending models of intellectual property advantages。
(iii) enhanced platform support. The integrated service platform is to be used locally as an important enabler and digital guarantee for service innovation, promoting standards implementation and continuous upgrading of innovation capacity, while at the same time collecting timely feedback from the platform to build recommendations for excellence and promoting integrated service platforms to be built, shared and shared。
(iv) increase outreach. Local awareness campaigns on the iso 5605 standards, using various media platforms to disseminate pilot experiences and case examples, are to be carried out in conjunction with the ipr awareness week, the ip service, etc. Pilot enterprises are encouraged to pilot and take stock of the experience of implementing international standards for innovation management, and to disseminate the experience of implementing international standards to enterprises up and down the industrial chain, as well as to enterprises in the industry sector, in order to expand the impact and coverage of the pilot。
