Journalists are aware of the construction objectives set out in the programme of implementation, which are to achieve, by 2027, substantial progress in the modernization of the intellectual property protection system and protection capacity, a more comprehensive system of intellectual property laws and regulations, more robust policies and standards of protection, stricter administrative enforcement and judicial protection, better quality and efficiency of delegated powers, better rapid and coordinated protection, further consolidation of the foundations of national security governance in the area of intellectual property rights, further strengthening of social cohesion and significant improvement in protection capacity. The network of intellectual property protection at the national, provincial, municipal and county levels has been improved, the intellectual property protection base has been strengthened and a broad pattern of protection has been developed. By 2035, the intellectual property protection system and the capacity to protect have been modernized to form a modern system of intellectual property protection governance with due diligence by the government, strict regulation by the executive, fair administration of justice by the judiciary, regulatory regulation of business subjects, self-regulatory autonomy of industry organizations and public integrity of society。
The implementation programme makes it clear that the construction of a system of intellectual property protection is a systematic project that focuses on seven aspects, starting with the chain, process and elements of intellectual property protection。
The first is the system of intellectual property protection policies and standards. Based on research on intellectual property protection policies and standards, and oriented towards enhanced protection, with a focus on the implementation of protection policies and standards, and through pilot-driven and demonstration-led protection policies and standards systems that are well developed, implemented and dynamically adjusted。
Second is the judicial system of intellectual property law enforcement. The establishment of high-level intellectual property courts, the improvement of specialized judicial systems and the strengthening of oversight mechanisms for the prosecution of intellectual property cases. Strengthening professional guidance and administrative decisions on executive enforcement of intellectual property rights. Third, there is the system of intellectual property authorization. Sixth is the national security governance system in the area of intellectual property. Guided by an overall national security perspective and based on policy and regulatory frameworks relating to intellectual property security, through sound mechanisms, enhanced forward-looking planning, enhanced monitoring and early warning, improved maintenance of innovative lifelines, protection against major security risks in intellectual property and effective protection of national security in intellectual property。
Seventh is the support system for intellectual property protection capacity. Strengthening the capacity-building of professionals in intellectual property protection, strengthening intellectual property identification and technical investigation, building information platforms and building a professional, informational and intelligent intellectual property protection capacity。
Among them, the implementation programme explicitly promotes the use of intellectual property credit commitments in book formats. Research to develop national standards for evaluation of intellectual property rights of enterprises and service providers, foster third-party services for credit evaluation, and explore the development of business-oriented credit evaluation.
