Relevant units:
In order to implement the measures of the shanghai intellectual property authority to promote the development of high-quality intellectual property services and the shanghai market-specific financial management scheme, to promote the high-quality development of the city's patent agent industry, to support patent agents in performing good and strong intellectual property services, and to upgrade the professionalization, intellectualization and internationalization of intellectual property services, the shanghai city patent agency filed a declaration of high-quality development support projects in 2025. The particulars are notified as follows:
I. Direction of support and conditions for declaration
The declaration unit shall comply with the directions and conditions of support for the declaration of high-quality development support projects (see annex 1 for details)。
Reporting requirements
Declaring units complete and submit project applications (see annex 2 for template) and related case materials, and keep the original supporting documentation of the information in the application for verification。
Iii. Declarations and evaluation procedures
(i) declaration. By 30 september 2025, the declaring units shall submit the stamped PDF to the district intellectual property authority or the market supervisory authority of the new zone in which they operate (see annex 3)。
(ii) recommendations. The regional intellectual property offices and the new zone markets regulatory authority are responsible for conducting substantive preliminary examinations of the declaration requirements and content of the declaration. Also, by 10 october 2025, recommendations were made to the municipal intellectual property authority on the basis of the number of places recommended by each district。
Based on the total number of units identified under this project and the number of patent agencies operating in each district, the number of recommended places is as follows: no more than four institutions are recommended each by the intellectual property directorate of pudong new district, xuxiang district, jian an district, and the intellectual property directorate of the penang district, and no more than two institutions are recommended each by the intellectual property directorate of the other districts and the market supervision authority for the new portable zone。
(iii) evaluation findings. The municipal intellectual property authority organizes a review of the recommended unit, organizes an expert review, and determines the determination of the list after a process of validation, social publicity, etc. By the director-general。
(iv) financial support. If no objection or objection is raised at the expiry of the period of notice, a certain amount of financial support is given to the patented agency under the provisions of the shanghai city intellectual property specific funds management scheme。
Iv. Fund use and oversight management
The project support funds need to be earmarked and strictly limited to expenditures related to upgrading service capacity, including, inter alia, acquisition of specialized equipment, acquisition or customization of professional software, procurement of professional databases, training of professionals, international and national certification of qualifications. Recurrent operating expenses, such as salary benefits, public funds, day-to-day office expenses and rental of electricity and water, are prohibited。
Cases of fraud, seizure, misappropriation and diversion of funds are dealt with in accordance with national and municipal regulations。
