The rule of law is not only an important element of the intellectual and moral literacy of contemporary university students, but also a real need for their learning, life and social interaction, as well as the core qualities and basic competencies necessary for them to move to work in the face of a new era. The rule of law for students of the new age should include the following:
A firm socialist philosophy of the rule of law is the key to the rule of law for students of the new age
The 17th and 18th congresss of the party have clearly articulated “the idea of establishing the socialist rule of law” and the decision of the 18th 4th plenum has further clarified the general objective of “building the socialist rule of law system in china and building the socialist rule of law”, which is to promote the rule of law in all its aspects. The 19th congress of the party has further clarified the basic principle of “continue to the rule of law” and has enriched and deepened the socialist concept of the rule of law. The current generation of university students should clarify the concept of the socialist rule of law, which contains six basic elements: firstly, a clear insistence that “party leadership is the most essential feature of chinese socialism and the most fundamental guarantee of the socialist rule of law”; secondly, a clear statement that “maintenance on the path of the socialist rule of law in china and the construction of the socialist rule of law system in china” is the basic objective and strategic element of the socialist rule of law; thirdly, a clear statement that “a firm commitment to constitutional legal authority and the primacy of constitutional law” is an essential prerequisite for full adherence to the rule of law; and fourthly, a clear assertion that “the people are the subjects and sources of power under the rule of law and that upholding the rights and interests of the people in accordance with the law” is a major mission of the state under the rule of law; fifthly, a clear statement that “fair justice” is an inherent requirement of chinese socialism; and sixthly a clear statement that “five adherence” is the fundamental guarantee of the rule of law in order to ensure “the realization of china”. These five insistences are “adherence to the fundamental chinese socialist path, the theoretical system and the institutional system, and to the full promotion of a state governed by the rule of law; to the promotion of the rule of law in all its efforts, taking into account the fundamental conditions of the country; to the common advancement of the state governed by the rule of law and governed by law; to the building of a state governed by the rule of law and a society governed by the rule of law; and to the preservation of national security and stability in accordance with the law”。
Improved knowledge of the rule of law in socialism is an important element of the rule of law for students of the new age
The concept of knowledge of the rule of law is deeper and broader than the concept of legal knowledge. Therefore, to nurture and develop the core rule of law for university students of the new age, it is necessary to educate them about the rule of law and the rule of law, to update their legal knowledge and to expand their knowledge of the rule of law and to enrich their knowledge structures. The first is to recognize and master the essence of the socialist rule of law in china, its theoretical system, its development patterns and practical experience; the second is to acquire and acquire basic knowledge of, inter alia, constitutional law in the construction of the socialist rule of law; and the third is to become familiar with and mastery of the basic knowledge of education to be followed by university students, in particular the legal knowledge needed for their own profession and future professional practice, and to integrate the relevant knowledge of the rule of law with intellectual ethics and scientific and cultural knowledge in order to internalize it into professional competence and professionalism in order to meet the practical needs of future rule of law construction。
Sound awareness of the rule of law is a spiritual element of the rule of law for students of the new age
For university students of the new age, a sound understanding of the rule of law is an essential requirement: first, to increase awareness of the rule of law, which respects the constitution and the law; secondly, to increase awareness of the rule of law, which is clear that compliance with the law is the basic awareness of citizens in every state governed by the rule of law, to adhere to the law and to the law; and, fifthly, to increase awareness of rights, to uphold the rights of others, to respect and guarantee them in their studies, work and life; thirdly, to increase awareness of procedures, to make it clear that “procedure is the life of the law”, to learn to act in a procedural manner and to follow procedural requirements; fourthly, to increase awareness of equality, to defend and comply with “law without privileges” and to uphold fair justice; and fifthly, to strengthen awareness of rights, to uphold the law, to protect rights, to respect and to safeguard the rights of others, to defend their own rights, and to fight against any violation and violation of the law by law。
Strict thinking about the rule of law is a requirement for the ability of students of the new age to think about the rule of law
Rule of law thinking is the basic mindset that modern state governance should establish. University students are the backbone of nation-building in the new era, and learning and applying the rule of law is the ability of contemporary university students to think. The rule-of-law mindset is that of using the law. It relies on the operational nature of the rule of law itself and on faith in the rule of law as a way of understanding, judging and resolving problems. The fundamental difference between the thinking of the rule of law and the mindsets of morality, political thought, economic thinking and administrative thinking is that it focuses more on the use and importance of the rule of law and legal instruments, emphasizing the authority of the law, its actions and its conduct. The idea of the rule of law at the university level is to build a sense of power that is subordinate to the law, a sense of rational equality, a sense of due process, a conscious and proactive thinking of legal responsibility, and to enhance the ability to practice and apply the rule of law。
Self-fulfilling the socialist culture of the rule of law is a requirement for the conduct of contemporary university students
One of the central tenets of the core values of socialism is the rule of law, and one of the spiritual thrusts of the socialist rule of law is to form the inner need and inner support for the rule of law, based on the establishment of legal authority, so that the rule of law becomes the spiritual identity of the people and is followed by action, which is the basic requirement for students to practice the core values of socialism. Students are expected to demonstrate the spirit of socialist rule of law and the belief in it, to lead the way in building a noble faith in the rule of law, a firm belief in the rule of law, full confidence in the rule of law, a good culture of the rule of law, to be key organizers, promoters and practitioners of good rule of law, to act in accordance with the law, to act in accordance with the law, to act in accordance with the law, to be faithful admirers of the socialist rule of law, to observe it and to defend it firmly。
In sum, the development of rule of law literacy among contemporary university students requires continuous learning about strengthening the rule of law, including knowledge about the rule of law and the principles of the rule of law. In addition to acquiring corresponding knowledge of the rule of law in university classrooms, listening to radio and television programmes on the rule of law and reading newspapers and magazines in the legal category are better ways to acquire knowledge of the rule of law. Through training in ways to strengthen the rule of law, develop habits of thinking on the rule of law and the rule of law approach in dealing with the problems of daily life, develop habits of conduct that comply with the requirements of the law, are in accordance with the law and the due process of law, firmly establish a sense of rule and responsibility, and strengthen the use of the knowledge and thinking methods of the rule of law in day-to-day professional learning, bring together the expertise and the knowledge of the rule of law that it has learned, lay the foundation for a comprehensive adaptation to the development needs of the new era, and comprehensively enhance its comprehensive literacy and capacity。
