In an effort to promote the upgrading of the tropical agricultural industry, the tria city office has recently published the sanya tropical precious fruit and vegetable award implementation programme (2025-2028) (hereinafter referred to as the programme), which aims to transform the sana into the national tropical precious fruit and vegetable production model zone and the ocean freeport tropical efficient agricultural model zone through the construction of a chain-based system of five awards。

It is understood that the programme provides incentives for the promotion of four types of tropical fruit and vegetables, starting with the introduction of new varieties of high-quality tropical fruits or vegetables in the world's latitudes, which are subsidized by 20 per cent of the price of seedlings; the first successful development of new varieties suitable for sanya, with an incentive of 100,000 yuan for individual varieties; the scaling of up to 30-50 per cent subsidies for seedlings or new varieties in the list of cultivation, with a maximum of 3,000 yuan/acre for fruit and 500 yuan/acre for vegetables; and the first-time achievement of an operator with a size-capable and an acreage sale of more than 30,000 yuan for fruit, with an industrial incentive of up to 3,000 yuan/acre for fruit and 500 yuan/acre for vegetables。

According to the programme, by 2028, sanya will have added over 300 new resources for the conservation of tropical excellence fruit and vegetables, and will have produced more than five new varieties that can be industrialized and promoted. The city-wide tropics plant 100,000 acres (including 50,000 acres of mango conversions after 2025) and the construction of a demonstration base of 5-10 hectares or more of “nomadic tropical fruits”, which boosted the city's tropical fruit and derivatives industry to over $10 billion。

In addition, the main elements of the programme include a structural adjustment incentive for mango cultivation, a one-off incentive subsidy of 1,000 yuan/acre for those who had grown mango before 2025 and for those who operated tropical excellent fruits such as “new and specialty” in the catalogue of active and voluntary replanting of mango trees between 2025 and 2028. The criteria for implementing the compensatory policy are clear and the programme is valid until 31 december 2028。
