At the meeting, the chief of the department of intellectual property of the shanghai city party, ri wenzheng, was a representative of the local authorities in an exchange of views. He stated that, in 2024, under the strong guidance of the state agency, shanghai had advanced high standards to build a strong intellectual property market, with the full support of the shanghai five centres. In order to lead the development of institutions, the shanghai city people's government has introduced a system of recognition for intellectual property innovation awards, and the municipal office has issued a programme for the use of patent conversion initiatives. The shanghai city intellectual property authority, in conjunction with the city data office, has put in place a provisional procedure for the registration of intellectual property rights in data products to conduct a substantive review of the intellectual property attributes of data products; together with the city judicial office, a programme to strengthen the administrative adjudication of patent infringement disputes in the new era has been put in place to facilitate the establishment of a system of administrative adjudication at the municipal level; and, in conjunction with the four departments, guidance has been issued on promoting efficiency gains in the financial aspects of intellectual property rights in shanghai city. Conducting twin-tracking reforms, drawing on international standards and best practices, to improve the internationalization of market and rule-of-law intellectual property business environment; and organizing the twenty-first shanghai international forum on intellectual property. The shanghai protection centre's rapid pre-trial services have been expanded to promote efficiency gains through enterprise demand; the specialized committees for the protection of intellectual property rights in integrated circuits, artificial intelligence and biomedicine have been set up and run; and the municipal intellectual property authority has supported the region-oriented “155” development with 32 patent navigation projects for industrial planning。
As a next step, the shanghai bureau will focus more proactively on the deployment of intellectual property powers, on the important mission of building the “five centres” more proactively. It will pursue the breakthrough of further comprehensive and deeper reforms in the area of intellectual property rights (iprs), will continue to advance reforms in the area of intellectual property rights (iprs), will continue to improve its intellectual property governance system in line with the development characteristics of mega-cities, will deepen its high-level intellectual property rights protection system in the pudong new zone and the shanghai free trade zone, will continue to focus on enabling high-quality development, will further implement specific actions for patent conversion, will accelerate the rapid and synergistic protection mechanisms for sound priority industries, will deepen the registration of intellectual property rights in data products and will promote the high-quality development of the intellectual property services sector, will continue to invest in the international forum on intellectual property rights in shanghai with a high level of support, will further upgrade the professional and high-sea intellectual property innovation awards, will improve the early warning, follow-up and response mechanisms for overseas disputes, will accelerate the development of internationalized, composite intellectual property rights talent and will be built upon international intellectual property rights protection。
