In accordance with article 38 of the national security law, the central military commission leads the national armed forces, determines military strategies and the operational direction of the armed forces, unified command of military operations for the maintenance of national security, formulates military regulations and issues relevant decisions and orders relating to national security。

In accordance with article 77 of the national security law, citizens and organizations are required to fulfil the following national security obligations: first, to comply with the relevant provisions of the constitution, laws and regulations relating to national security; secondly, to report promptly information on activities that endanger national security; thirdly, to provide evidence of known activities that endanger national security; fourthly, to facilitate national security work or other assistance; fifthly, to provide necessary support and assistance to state security organs, public security organs and relevant military bodies; sixthly, to protect state secrets as they know; and seventhly, to provide other obligations under laws and administrative regulations. No person or organization may engage in acts that endanger the security of the state or provide any financial assistance or assistance to persons or organizations that endanger the security of the state。
What are the obligations of organs, groups and organizations in maintaining national security
In accordance with article 78 of the national security law, organs, people's groups, business organizations and other social organizations are required to educate their personnel in the interests of national security and to mobilize and organize their personnel to prevent and suppress acts against national security. In accordance with article 79, organizations of enterprises shall cooperate with the competent authorities in the implementation of the relevant security measures, in accordance with the requirements of national security。
