It is important for the north-east region to maintain its strategic position as a vital industrial and agricultural base for the country's development. In recent years, the national intellectual property agency has focused on regional innovation development needs in the first three north-eastern provinces (liao ning, jilin, heilongjiang, inner mongolia), with intellectual property rights at its core as a central focus。
Journalists have learned that from top-level design to industrial upgrading to rural revitalization, intellectual property rights are multidimensional and multidisciplinary to enable the first region of the three north-eastern governorates to emerge from a new path of high-quality development and sustainable revitalization. The data show that, as at the end of april 2025, the number of valid invention patents in the first region of the three north-eastern governorates stood at 195,000, an increase of 10. 2 per cent over the same period; 2,161,000 trademarks were effectively registered, an increase of 7. 7 per cent over the same period, and the total number of geographical indications was close to one tenth of the country's total。
Strategic building blocks: top-level design leads innovation bureau
In recent years, in order to take full advantage of its geographical comparative advantages, the national intellectual property authority has developed a “one-provincial” system of intellectual property construction with the first of the three northern governorates。
Liao ning, together with the national intellectual property agency, has established the “new and breaking intellectual property power province” and has identified the priority tasks of patent conversion, branding and so forth through the “programme for the implementation of the new and breaking intellectual property power together”; jilin has focused on the “new industrial system” and has set up high-value patenting centres in areas such as photovoltaic information and car manufacturing; heilongjiang has been guided by the “five safetys” and has introduced the protection of intellectual property rights regulations for heilongjiang province to strengthen the protection of the rule of law; and mongolia is based on green development and has developed a national guide for the protection of intellectual property rights of mongolia, which will help build the economic corridor between china and russia。
The establishment of the rule of law for intellectual property rights throughout the north-east, facilitated by top-level design, has been effective. Liaoning, jilin and heilong river have successively introduced comprehensive regulations on intellectual property protection to strengthen the rule of law in a number of areas, including intellectual property administration, protection, use and services, and to actively create a favourable business and innovation environment。
The jilin changchun intellectual property tribunal closed over 3,000 cases in 2024, enhancing the professional character of the trials through the system of technical investigators; heilongjiang built a “one thing” integrated service platform for intellectual property, integrating 105 matters from 10 departments, to achieve “local and immediate”; liaoningda went online with the geo-stracing source system, to achieve “one thing”, opening a new model for dual protection of “marks + marks”。
Patent conversion is an effective path to drive innovation from laboratory to production lines, and research and development of synergistic innovation mechanisms have become key to unlocking innovation in the northeast。
Cooperation between the shen yang automation institute of the chinese academy of sciences and the science and technology enterprise in the field of robotics has contributed to the breakthrough in chinese robotics; the changchun light machine institute has jointly carried out research and development of image sensor technology with relevant companies to address the problems of our high-end image sensor import dependence through patent industrialization; heilongjiang has set up a platform for scientific and technological achievements and intellectual property transactions, which has been established in cooperation with harbin engineering university, harbin industrial university, heilongjiang province agricultural institute, etc., to achieve a cumulative total of 43 patent-based on-site transactions amounting to $136 million; and the national intellectual property agency's patent review and cooperation centre has provided patent analysis navigation in areas such as new energy in the northeast, aerospace and aerospace, supporting over 50 critical technology offensive projects in 2024 alone
Industrial quality: intellectual property activation of development dynamics
In an era of innovation-driven development, the north-east region is using intellectual property rights as a cutting-edge development proposition for upgrading and branding。
In terms of strategic and emerging industrial service networks, by the end of 2024, there were 46,000 patents for effective inventions of strategic and emerging industries in the first region of the three north-eastern governorates, and eight national protection centres provided “one-stop” protection services for high-end equipment manufacturing, biomedicine, etc. Liaoning set up four national intellectual property protection centres and fast-track defence centres, with 4529 registered innovation subjects and 746 patent pre-trials in 2024, with an authorization rate of more than 56 per cent; and jilin built a new quality intellectual property protection pilot area to form a “full chain, one-stop” service。
At the same time, when the tentacles of intellectual property rights extend to vast villages, geographical indications and regional branding become the breaking key to the revitalization of north-eastern villages。
The construction of model areas for the protection of national geographical indications has resulted in a double increase in production and brand value. In inner mongolia, the "monger" label is based on the "mark + standard + certification" model, which establishes a chain-wide quality control system, with fresh milk protein content 0. 3g/100g higher than national standards, authorizing 139 enterprises to cover high-end markets such as the bay region. Liaoning has more closely integrated geographical indications with the arts industry, and “clean rice” has been derived from the rice dream space project, which brings together eco-tourism and agricultural values and paints a colourful picture of rural revitalization。
In the course of the transformation of innovative resources, there has also been a sustained acceleration of initiatives on intellectual property finance and patent conversion. According to the report, in 2024, the heilong river secured over $7 billion, an increase of 47. 4 per cent over the same year, and the financial “live water” fine-tuned and used innovative land; jilin actively promoted the “first-to-first-use” model, with 22 technology companies established by the university of jilin under a patent licence to invest $59. 5 million to accelerate the development of scientific and technological results; liaoning focused on building a patent conversion bank, with a total of 7573 patent transfers in 2024, a 38. 9 per cent increase over the previous year; and the chinese academy of sciences's case of patent conversion of liquid flow batteries from the dalian chemical institute became a national model, making it a shining film for the transformation of regional innovation。
Open synergies: service networks parallel international protection
A good regional coordinated development “one-size-fits-all” is a necessary requirement for high-quality economic development, in which the region's development can only complement and complement the strengths of other regions。
It is understood that the national intellectual property authority, which is linked to the selection of cadres and the posting of commissioners, is working with the provinces of jiangsu and zhejiang to create joint skills-building mechanisms to regenerate the land. Liaoning, jilin's intellectual property services cluster brings together more than 100 professional institutions; heilong river builds an “1+13” information service node, extending the tentacle of intellectual property services to every municipal (local) window; and inner mongolia builds an autonomous public service platform on intellectual property rights, reducing the licensing cycle of inventions to 61 days, increasing efficiency by over 60 per cent and co-organizing a tight network of intellectual property public services。
The system of protection of intellectual property rights abroad is also actively engaged in escorting businesses “off to sea” when north-east enterprises sail. A sub-centre for overseas dispute management has been set up throughout the north-east to protect companies from internationalization. In inner mongolia, the risk of 33 trademarks was successfully addressed in 16 enterprises, heilongjiang exchanged intellectual property rights with russian universities, and liaoning organized a policy advocacy session for foreign-based business associations. The construction of two overseas guidance sub-centres in jilin and the issuance of 36 early warning reports to enterprises in 2024 have resulted in the recovery of damages in excess of $1 million, allowing businesses to move forward in the international market。
In addition, international exchanges have become a link between the opening of intellectual property cooperation in the north-east, which has led to a new level of open cooperation in intellectual property in the north-east. The operational centre for intellectual property rights in the herbs industry of inner mongolia has selected 16 varieties of thorium, breaking the grass-breed “calculation” technique, with patent technology covering the country's main production area; the heilong river flying crane dairy industry has incorporated core patents into the standard and has built the country's first milk protein production line, with an annual gain of nearly billions yuan。
