“it's so sweet to have a civilian police interface on the day of online consultation, not only to elaborate on the protection of commercial secrets, but also to come to our door and guide us in closing the management gap.” recently, the head of a scientific and technological enterprise in shenyang praised the public security organs for their efficient services。
Since the beginning of this year, liaoning public security has innovatively introduced a “business whistle-blowing and reporting” mechanism for police officers who are expected to report to the police, thereby opening up the business's rights protection grid. By the end of march, the public security organs throughout liaoning province had investigated 69 cases of intellectual property violations。

It was explained that the liaoning public security department had opened an exclusive channel on the “business blow-outs” line, in accordance with the “liao ning public security drug envelopment investigation” (liao ning) public service. Businesses do not need to run, so they can file information on abuses and consult on rights protection challenges。
“in order to ensure a timely response, we have established a dedicated, fast-track, time-bound feedback system, a dedicated `specified police officer' who is responsible for online claims processing, reporting leads submitted by businesses, and ensuring that the processing progress is received within 24 hours and within 3 working days.” according to li jinjin, the political committee of the criminal investigation team of intellectual property rights in the public security department of liaoning province。
At the same time, the public security services have established an intellectual property police service online, extending the service to the first line. At the beginning of this year, the shenyang public security department piloted the construction of two intellectual property police stations in enterprise-intensive areas, staffed by four full-time “intellectual police officers” to achieve “zero distance” of service. During one of the visits, the stationed civilian police found that there was a risk of abuse of the core technology of an enterprise, and the public security organs immediately launched a rapid response process to guide enterprises to improve the confidentiality of technical information, quickly target alleged violators and avoid significant economic losses to the enterprise. To date, the station-based civilian police have visited 156 businesses in cumulative numbers, mapping 11 enterprises against the risk of abuse and tailoring their own protection programmes。

In the iron ridge economic development zone, the workstation for the criminal protection of intellectual property established by the local public security organs provides legal advisory services to nine enterprises in the park and receives two reports. In response to cases where some companies have contracted with well-known domestic car companies to purchase spare parts for brand-named vehicles, civilian police have targeted legal risks of non-compliance and made recommendations for compliance。
On 21 april, the liaoning (shenyang) judicial education base for the criminal protection of the rule of law was officially opened to provide guidance on self-protection for businesses by disseminating legal knowledge, displaying typical cases, in the form of graphics, materials and videos. “we insist on a three-stop service + prevention, so that the mechanism of “business whistles and reports” actually works.” the head of the intellectual property investigation unit of the shenyang city public security bureau, sun xue-woo, said that the chain-wide protection provided for quick online response, efficient sub-line disposal, and enhanced prevention at the source, which made innovation in enterprises even stronger。
