In 2025, more than 170,000 private enterprises were registered at the national intellectual property protection centre and the rapid defence centre, representing more than 80 per cent of all registered innovation subjects, with a cumulative total of over 200,000 private enterprise patent pre-screening cases, with an average authorization period of up to three months, helping private enterprises to move their patent layout faster and better. At the same time, violations of the intellectual property rights of private enterprises, such as trademarks and patents, are severely combated by law。

Second, the expansion of multiple dispute resolution channels has effectively increased the effectiveness of private enterprise advocacy. Actively implement the guidance on enhancing the arbitration of intellectual property disputes, strengthen intellectual property arbitration institutions and build their capacity, expand the diversification of intellectual property channels, promote the use of conciliation for expeditious resolution of intellectual property disputes, reduce corporate litigation and reduce the cost of defending rights。
Thirdly, the external risk-control system should be improved and private companies should be actively protected from overseas. Optimize and improve the system of guidance for responding to overseas disputes over intellectual property rights, guided by the need for business access to the sea, in order to achieve more timely and accurate guidance. Increased availability of information, enhanced risk warning of disputes over trademarks, cross-border electric operators, etc., and enhanced initiative on the part of service enterprises. Strengthening assistance for the defence of human rights at overseas fairs, expanding the scope of assistance for the defence of human rights and effectively supporting the “go-out” of our enterprises。

Fourth, a well-established communication mechanism that accurately serves private enterprise protection claims. The issue of private enterprise's “punishment” in intellectual property protection has been widely heard through private sector seminars, in-depth visits and research.
