Teaching base ii
Departments of education of provinces, autonomous regions and municipalities directly under the central government, and education of the xinjiang production corps:
Implementation of the state council's opinions on the current development of pre-school education in order to follow up on the educational programme outline the ministry has organized an expert study to develop a guide to learning and development for children aged 3-6 (hereinafter referred to as the guide). The guide was widely consulted and adopted by the expert steering committee on preschool education of the ministry of education. The following information on the follow-up to the guide is available:
Provide full-time training. The guide is intended to be a major component of the current training of kindergarten staff, pre-school education staff and management staff. The provincial and municipal education administrations will focus on the training of junior education cadres, trainers and cadres, and will organize full training at the district and district levels. In order to fully understand and accurately grasp the spirit of the guide, advanced educational concepts and scientific methods of education are effectively integrated into all aspects of kindergarten teaching. Innovative training methods are needed to improve the relevance and effectiveness of training。
2. Establishment of pilot areas. Local authorities at all levels of education must take careful care to follow up the implementation of the guide and disseminate the experience. In conjunction with the local actual identification of a number of pilot areas, one site (municipality) was secured at the provincial level and one or two counties (districts) were seized at the municipal level. Expert teams should be formed to effectively integrate resources and provide professional support to pilot areas in response to difficulties and problems in the implementation of the guide。
3. Catch the young links. Local administrations at all levels of education are required to develop complementary policies and take effective measures to prohibit early primary education in kindergartens, to prohibit all forms of entrance examinations in primary schools and to restrict or accelerate the curriculum for any reason in the first grade. Actively explore the two-way interface between kindergarten and primary schools to create conditions for the full implementation of the guide。
4. Strengthening social communication. The professional advantages of pre-school scientific institutions and kindergartens must be fully realized, the role of the mass media must be utilized and a variety of information activities must be organized. The guide's educational philosophy and methods of education are widely disseminated, in a highly visible and enjoyable language, to improve the scientific parenting capacity of parents in general and to achieve home-based parenthood。
5. Strengthening organizational leadership. Local attention should be given to the implementation of the guide and the necessary safeguards should be effectively addressed. Particular attention should be paid to the implementation of the guide in rural kindergartens and to the strengthening of support for rural kindergartens in the form of expert tour guides and twinning between urban and rural kindergartens。
In due course, our ministry will organize relevant training, pilot exchanges of experience, etc. Local implementation of the guide, good practices in its implementation, good experiences and related difficulties should be reported to the department of basic education ii in a timely manner。
