Integrated management of safe production throughout the city
In order to further strengthen the safety of the production base and raise the quality of production safety, it has been decided to conduct a city-wide comprehensive programme to improve the quality of production safety, to promote the improvement of production safety, to promote long-term production efficiency mechanisms and to promote the transformation of industry (hereinafter referred to as “three steps at a time”). The following implementation programmes have been developed。
I. Guidelines

Ii. Objective mandate

By the end of 2015, there had been a marked decline in the number of safe labour accidents, deaths, injuries and direct economic losses throughout the city, with no heavy, large-scale safe work accidents, larger safe work accidents effectively contained, further increases in the level of “fighting against impunity”, further improvements in safe production long-term mechanisms, further acceleration of the pace of industrial transformation and a radical improvement in the safe production situation throughout the city。
Focus
(i) building long-term mechanisms for safe production. In accordance with the principles of “systemicness, scientific norms, effective management, ease of operation”, long-term mechanisms for safe production have been strengthened, with emphasis on the development and improvement of six systems。
The “one-vote” system for safe production is well developed. Clarifying the scope of application of the “one-vote” system, its specific content, its implementation procedures and safeguards, etc., enhances operationality and effectiveness。
2. Establish a sound system of safe production interviews. Establish a robust system of government-level interviews with lower-level government and sector-level and sector-level regulators for the safe production of directly regulated enterprises, with specific processes and content, such as alerts, alerts, warnings, dissuasive conversations, etc。

6. Development of safety netization management practices. 7. Special initiatives for the safe management of rental housing.
