The assembly began in a bright national anthem. We have announced to the general assembly the results of the election of the president, vice-president, secretary-general and permanent members of the council of the league, the presentation of the preparations for the federation to the general assembly by the chief war minister of the party, hui anh, the statement of the newly elected head of the federation's single satellite professor on behalf of the union's first class, the statement of the chair of the school nld committee and the vice-president of the union of the shaanxi province professor linson addressed the general assembly on behalf of the grass-roots organizations of democratic parties and the shaanxi province association, and zhao yanan, secretary of the academy of sciences, spoke on behalf of the grass-roots party committee。
Li jijun, speaking on behalf of the provincial council educational work committee, congratulated me on the establishment of the association and fully recognized the importance that the school committee attaches to the war effort and to the role played by our external intellectuals in politics, politics and the provision of advice. Li jijun expressed a deep understanding and appreciation of the importance of the formation of the consortium, reflecting the fundamental and strategic nature of the work of extra-party intellectuals. Increased intellectual leadership is needed to enable extra-party intellectuals to continuously improve their comprehensive qualities in learning and practice, and to build “four confidence”. To play its full role as a platform for the association to become a bridge between the school of communication and extra-party intellectuals, a warm home for outside intellectuals of the uniting party, and a learning park to improve the intellectual qualities of extra-party intellectuals。
On behalf of the school party committee, lee xingwang congratulated my association on its establishment and fully acknowledged the important contribution made by my generation and generation of extra-party intellectuals in the development of school careers. Li xing wang offered four hopes for a better understanding of the federation's work: first, to play its role as a leader in education, as an opportunity to promote a new era of patriotism and vocation, and to lead the broader spectrum of intellectuals from outside the party to strengthen their political theoretical learning, firmly establish “four consciousness”, firmly establish “four self-confidence” and effectively raise political positions, effectively shouldering the weight of the era of “dissemination of knowledge, dissemination of ideas, dissemination of truth” and “forming the soul, shaping life, shaping new human beings” with a high sense of responsibility and purpose. The second is to act as a bridge between the federation and to fully exploit its broad reach with extra-party intellectuals, to act as advocates of party policy, to be a good communicator of school policy, to bring the good voices of the party and good school policies among extra-party intellectuals, to reflect more of the ideological and working life of extra-party intellectuals, to provide feedback on the opinions of extra-party intellectuals, and to do more work to rationalize emotions and resolve contradictions. The third is to play the role of a think tank of the federation, which will take full advantage of its talents, intellectual intensities and a wide range of contacts. It will encourage extra-party intellectuals to build on the national development strategy, local economic and social development and the work of school centres, and to offer practical ideas to bring together extra-party intellectuals' wisdom and strength in national strategies such as the promotion of school careers, the construction of pilot districts for the service of yang ling, the promotion of western economic and social development and their participation in the “one-way” “rural renewal”. The fourth is to play a well-known role as a pool of knowledge, to make the strategy for strengthening schools and participating in the formation of teams of representatives outside the party an important part of its work, to strengthen itself on the basis of the criteria of “political determination, high performance and popular acceptance”, to actively recommend to the relevant authorities outstanding extra-party intellectuals and to contribute to the construction of project 141 for those outside the school。
Li xingwang stressed the need for the various departments of the party committee to support the work of the association, to care for and support the growth of extra-party talent, to actively listen to extra-party intellectuals, to keep abreast of extra-party intellectuals, and to consult seriously with extra-party intellectuals before major policies are put in place. It is important to include extra-party talent in the workforce and to include extra-party talent in the cadres. It is necessary to dig deeper into and actively promote the best examples of extra-party intellectuals and to create an atmosphere conducive to their growth. Party organizations at all levels are required to fulfil their role in the campaign for unity, to increase the support of extra-party intellectuals, to actively create the conditions for extra-party intellectuals to develop their careers and to play their full role in the development of the institute. The democratic parties must effectively strengthen their own capacity-building efforts to improve the “five capacities”, participate actively in party research and contribute appropriately to school development, social services and scientific research。
Prior to the establishment of the congress, the first council of the federation considered and adopted the charter of the alliance of extra-intellectuals of the north-west university of agroforestry and technology. It elected the president, vice-president, secretary-general of the north-west university association and the permanent council of the first council. Nine extra-party intellectuals, including single-satellite, ma yongqing, zhao sun ting, xiaoping, nan yue, liu deguang, li zhong hong, yang joolin and li zheng, were elected。
