218-100 scientific and technical journals that compete with rural economy and science and technology, vol. 29, no. 06 (total no. 434) of 2018, play an important social function in publishing and documenting scientific research, promoting academic exchanges, promoting academic competition, stimulating innovative thinking, leading the development of disciplines and improving public science. This is the first edition of the blue book on the development of chinese science and technology (2017), which assesses the importance of our periodicals. At the same time, the blue book points to the inadequacy of our scientific journals: there is still a large gap in the overall scale and level of development of our scientific journals in comparison to the strategic goal of creating the world's scientific power. For example, in a very multidisciplinary field, the country has only sporadic, if not high-level, scientific journals, most of which are published in foreign journals, and english periodicals, which are well developed in terms of academic impact, face breakthroughs in publishing “quantity”. One of the important ways to shift from academic publishing to knowledge services is to increase the quality and visibility of our scientific and technological periodicals, which are geared to promoting innovative thinking and improving their quality. Using the platform of periodicals, the services are maximized for authors and readers, both in terms of enhancing the impact of periodicals themselves and in terms of financing their sustainable development. How can periodicals survive when there is a rule that they cannot be charged? As a proactive approach, periodicals should shift from reactive to early docking and proactive service. 1 the definition of extended services refers to work other than conventional services or that is not within the scope of a supply-side undertaking. In practice, pre-sale service content, which is common in some service industries, may be seen as an innovation in others, for example, where pre-sales services are common in the insurance industry, where home-based electricity sales appear to be very proactive. This value-added service is being tried in periodicals and books. In many places, computer dealers provide free computer training services to consumers prior to sale and provide free space, computers and specialized courses. The sale of health goods begins with the experience of older persons and gives users the feeling of not being embarrassed. The extension of services has been promoted in the beauty-dressing industry, and they have had good results in extending services from sales to after-sales services. Extension services are offered to higher education students and teachers by university libraries that break out of the library wall. From online sources, it has been found that the u. S. University library offers extended services to different user groups, including university students, ethnic minority students, resident students and teachers and students from specialized faculties. Our libraries of higher education institutions should benefit from their experience in carrying out extension services, and in carrying out extension services, they should focus on rationalizing time and space on the basis of outreach services, using flexible and diverse means of communication, and actively cooperate with institutions of higher education. The nature of outreach services in the library category is characterized by three main features: first, services that extend beyond the public library system; secondly, services that extend beyond the existing spatial entities; and thirdly, services that reflect social responsibility, expand social impact, reach out services and improve service effectiveness. China's geological library, which invited everyone to make cakes at christmas in 2017, is more attractive to powerful readers and real buyers than plaza propaganda. I have personally experienced this process and, by way of a related book, have experienced its extension services. 2 in general, extension services for scientific and technical journals refer to the full exercise of their specific functions and resources, expanding the content of the services on the basis of essential professional information for the targeted clients and providing them with all-round related services. However, there is some ambiguity in the editorial industry about the implications of extending services to scientific and technological journals: firstly, the development of income generation and economic expediency; secondly, the neglect of the location of periodicals and their departure from their purpose; and thirdly, the reduction of academic tastes, or even the outsourcing of journals. In recent years, scientific and technological journals have entered a critical phase of transformation and upgrading as the pace of institutional reform has accelerated. Whether science and technology journals can achieve sustainable health development. This requires editorial practitioners to re-aware the mission and responsibilities of science and technology journals at a new stage, and in particular to rethink and rethink their outreach services. Currently, the extension of science and technology journals is characterized by a lack of projects and a single content. According to the survey, in 2017, with the exception of the 51 per cent of periodicals that were advertised, only 6 per cent and 4 per cent respectively were trained and consulted, and outreach services were generally not available. Recent authors are classified on the basis of information from 72 authors per year of the annual professional reference rate published by etheville, and then directed.
