Charter of the sorority of extra-party intellectuals of the people's university of china (pilot)
Chapter i general provisions
Article 1 the group is known as the china people's university (cpu) alliance of extra-intellectualists. English full name: non-party industries association of remin university。
The second, the "union of the people's congress of the people's university of the chinese communist party " , was launched at the initiative of the general war department of the chinese people's university, and was composed of non-partisan representatives of the intellectuals outside the chinese people's university party。
Article 3 of the constitution and laws of the country, adherence to the leadership of the communist party of china, adherence to the social and moral culture, active advocacy and implementation of the party's talent policy, building bridges between the school party committee and extra-party intellectuals, in particular non-partisans; bringing together a wide range of non-partisans through friendship, activities and service delivery; and training and creating a non-partisan team of highly qualified people who are capable of providing advice and advice and who work in good faith with the communist party of china。
Article iv. The hpcu is guided by the beijing party's senior intellectual fellowship, under the leadership of the chinese communist party people's university of china party committee, under the specific responsibility of the war department of the chinese communist party people's university。
Chapter ii mandate
Article 5 the main tasks of the federation are:
(i) organizing members to learn carefully about the party's intellectual policy and the uniting front doctrine and to promote the acceptance of the party's routing policy
(ii) create a platform for school leadership and related functions to communicate with extra-party intellectuals
(iii) assisting the school party committee in the development and promotion of extra-party intellectuals
(iv) encourage and support members to use their positions and strengths to make recommendations on major issues of importance to school reform and the development of stability; organize research and social studies among members to contribute to the development reform of the country and the capital
(v) promote networking among its members, promote mutual understanding between warring departments and members, and enhance communication and cooperation between its members and intellectuals and their communities outside of school
(vi) close contacts with a wide range of intellectuals outside the party, concerned with the ideas, work and life of its members, reflecting their views and demands, and assisting the authorities in addressing their practical difficulties。
Chapter iii
Article vi the council shall be constituted. Applications for membership of the council must be made:
(i) to uphold the charter of the union
(ii) the willingness to join the association
(iii) generally non-partisan persons
(iv) in general, they shall have the title of deputy high and above and the equivalent of a technical position or a deputy officer (or a young lecturer with a doctoral degree among those returning home) and achieve a high degree in teaching, scientific research and management positions, with some influence and representation。
Article 7 accession to the council:
(i) on the recommendation of the school, the department or department of its organs and the sub-unit of its immediate affiliation, or at its own request and at the recommendation of two or more members
(ii) fill out the application form for board members of the china people's university extra-party intellectuals association
(iii) proposed and considered for adoption by the meeting of the president
(iv) is issued by the council。
Note: member of the first council, founding council, recommended by the colleges, departmental departments, and sub-committees of the directly affiliated units (general directorate of the party) on the basis of a request for consent, and validated by the school committee of the ministry of the party for general war。
Article 8 members shall have the following rights:
(i) the right to vote, to be elected and to vote
(ii) the right to participate in the activities of the federation
(iii) priority in access to union services
(iv) the power of criticism and oversight over the work of the federation。
Article 9 members shall perform the following obligations:
(i) to adhere to the leadership of the communist party of china and to study carefully the promotion and implementation of the party's routing policy
(ii) comply with the charter of the consortium, implement the resolutions of the consortium, participate actively in the activities of the consortium and complete the work of the consortium
(iii) to preserve the legitimate interests and reputation of the consortium
(iv) to exercise due diligence in carrying out his or her duties, to provide advice and recommendations on the work of the federation, to liaise closely with a wide range of non-partisans and to actively promote excellence。
Article 10 if the board is withdrawn, it shall notify the board in writing and return its credentials; the board shall be deemed to have withdrawn automatically for a period of two years without cause from participating in the meeting。
In the event of a serious violation of this statute, the governor shall be removed by vote of the president of the council and reported to the general war department of the school party。
Chapter iv organizational structure
The supreme authority of the federation is the council, whose main functions are:
(i) development and revision of the statute
(ii) the selection and removal of the president, vice-president, secretary-general
(iii) membership and withdrawal of the governing council
(iii) consideration of the report of the board on its work
(iv) decide on significant changes
(v) decide on other significant matters。
Article 13 the council shall meet at least once a year. Meetings of the council shall be convened only with the presence of a majority of the members, and its resolutions shall enter into force only by a majority vote of the members。
Article 14 the council shall hold office for five years each. In cases where exceptional circumstances require a change of office earlier or later, it must be adopted by a vote of the council and submitted for approval to the general war department of the school party. An early or extended change of office may not exceed one year。
The 15th meeting of the president of the council implements the resolutions of the council between the sessions of the council and directs the council in its day-to-day work and is accountable to the council. Its duties are:
(i) preparations for the convening of the council
(ii) to report on its work to the council
(iii) decide on the membership, withdrawal or delisting of a member
(iv) decide on the appointment of the principals of the panels
(v) leading the work of the ifac committees
(vi) development of an internal management system
(vii) decide on other significant matters。
The organizational structure of the organization is as follows: president, permanent vice-president, vice-president, secretary-general, member. The president's meeting consists of the president, the vice-president, the vice-president and the secretary-general. The office is located at the headquarters of the school party committee。
Article 17 a motion for the appointment and removal of the president of the federation, the vice-president, the vice-president and the secretary-general shall be submitted by the headquarters department of the school party and shall be adopted by a vote of the council (by a majority of the members present). There will be one president, one vice-president, eight to ten vice-presidents and one secretary-general. The president, the vice-president, the vice-president and the secretary-general shall serve for each term。
Article 18: the president, the vice-president, the vice-president and the secretary-general shall meet the following conditions:
(i) the political quality of adherence to the party's routing policy
(ii) there is a higher degree of learning, a higher level of learning in this field, and a better academic and social impact
(iii) strong capacity to provide advice
(iv) active knowledge of the work of the federation, dedication and good health。
According to the relevant documents, the position of deputy chairman of the association is held by the principal head of the general war department of the school party committee。
Article 20 the president exercises the following powers:
(i) convening and presiding over the meetings of the council and the president。
(ii) to follow up on the implementation of the resolutions of the council and the meetings of its president
(iii) the representative of the federation signs the relevant important documents
(iv) other important matters to be decided by the president。
Article 21 the secretary-general exercises the following powers:
(i) organizing the implementation of the annual work plan
(ii) assisting the president in the organization of relevant meetings
(iii) assisting the president in his work on the follow-up to the relevant resolutions of the council
(iv) chair the day-to-day work of the committee and handle other matters referred to it by the chairman。
Under article 22, schools may set up branches or groups of foreign intellectuals from the people's university of china. The matter is decided separately。
Chapter v
Article 23 the main sources of funding for the organization are funds allocated for activities under the general war department of the school party, donations from relevant units, groups and individuals inside and outside the school, and other legitimate economic sources。
Article 24 the expenses of the organization shall be used only for the relevant work and activities provided for in the statutes of the organization, and no unit or individual shall be subject to appropriation, privation or misappropriation。
Chapter vi
Article 25 the present statute shall enter into force after its consideration by the council at its session。
Article 26 the council has the competence to interpret the present statute。
