In addition to covering traditional and important activities such as safe production months, safety promotion “five-in-five” and “antern cup” competitions, the relevant officials of the provincial security offices stated that the competitions were innovatively extended to such diverse dimensions as the building of safe cultural positions and the promotion of a safe culture, which sought to test the actual effectiveness and innovation of enterprises in building a safe culture in a comprehensive and multifaceted manner。
In order to ensure fairness and professionalism in competitions, activities are open to all production units registered by market regulators throughout the province and the threshold for participation is set in a rigorous and reasonable manner. The declared enterprise is required to meet the conditions of no death in the last three years or one accident involving serious injury of more than three persons, no administrative penalties imposed by the provincial or municipal (state) supervision and supervision of safe production for two years, and to obtain standardized certification of safe secondary or primary production (except for work not performed). This set of clear and stringent declaration requirements is designed to screen high-quality enterprises that are truly well-ploughed and productive in security management and to provide them with a broad platform for demonstrating their strengths and sharing their experiences。
The activities are evaluated in strict conformity with the sichuan province's “classification of the content of the activities of the safe culture competition for enterprises”. The score sheet, which was carefully designed to be broken down into 11 tier 1 indicators and 27 tier 2 indicators, covers not only the core dimensions of thematic clarity, depth of education and training, improvement in the construction of positions, but also the detailed aspects of video quality of the security culture-building feature model, and the effectiveness of the monthly interaction of new enterprise media platforms. In order to fully engage businesses in the motivation and creativity of building a culture of safety, the competition has created a rich and diverse incentive mechanism. In addition to the five first prizes, 10 second prizes and 15 third prizes, the enterprises that are particularly prominent in building a culture of safety have been given credit and financial subsidies. More notably, these particularly prominent enterprises will also be eligible for preferential declarations of honour. This set of incentives has undoubtedly injected a strong impetus and dynamism into business participation in the competition, making the building of a culture of safety an inherent demand and conscious action for enterprise development。
Looking back at the first enterprise safety culture competition, its results have significantly exceeded expectations. In november this year, the first competition came to a successful conclusion in chengdu, attracting the active participation of 47 enterprises.
