The creation of false sales is not only an infringement of intellectual property rights and a breach of the level playing field, but also a significant detriment to consumers. For a long time, the public security organs have been persistent in their criminal activities against intellectual property and the sale of fraudulent goods。
On 17 march, journalists were informed at a press conference organized by the provincial public security department that in 2022 the public security organs of jiangxi province had jointly opened a case to investigate 967 cases of offences against intellectual property and the sale of counterfeit goods. Of these, 10 cases were investigated by the public prosecutor's office and 74 cases by provincial governors. Several examples were also published。
Precision
At the launch, the political and administrative committee of the forest public security directorate of the provincial public security department, zhao zhengjiang, made a long-standing presentation. In his presentation, the public security organs at all levels throughout the province made full use of the working mechanisms of the secretary-general, the provincial governor, the clustering campaign and the advanced investigative offices, to strengthen command and control, to focus on valuable leads and priority cases, and to pool the resources of the entire police force to focus on the identification and follow-up of cases, ensuring that the rules and regulations were in place and the results achieved。
According to statistics, throughout 2022, the public security organs throughout the province opened 967 cases of offences against intellectual property and the sale of counterfeit goods. Of these, 10 cases were investigated by the heads of ministries and 74 by the governors. The investigation of several cases has received a high degree of recognition from higher authorities and from all sectors of society, and the ministry of public security has sent eight letters of appreciation。
In 2023, the public security organs of our province will focus on the deployment requirements of the “three special operations” in kunlón 2023. They will be guided by the objectives of the “playing the source, the end-of-package, and the stow chain” and will strengthen the analysis of fraudulent crimes throughout the province。
Synergies in governance
In addition to its own efforts, the public security organs at all levels throughout the province are actively engaged with the relevant administrative law enforcement agencies, such as market regulation, copyright management, rural agriculture and customs, in the management of consumer markets. At the same time, a series of mechanisms have been put in place to implement measures such as detailed information-sharing, leads, referral of cases and networking for law enforcement, and to strengthen, in a comprehensive manner, the links and contacts with law enforcement authorities, chambers of commerce and industry, brand protection committees, industry associations and companies based in the country, to proactively strengthen collaboration with internet companies, to extend the fight against the battlefield, to promote coordinated governance in the internet buying market and to enhance governance。
Together, a number of cases of massive violations of intellectual property rights and the manufacture of counterfeit and false goods were quickly detected, and some clandestine and illegal black chains were completely cut off. In 2022, one such case was one of a super-moderated electronic smoke, which was investigated by the public security organs of chuzhou。
At the end of march 2022, the forest branch of the public security directorate of tsine county handed over information to the city tobacco office that there might be several black spots in one county of tsingzhou city that illegally produced electronic smoke, suspected of violating the trademarks of a major enterprise in the city. Upon receipt of the report, the directorate immediately organized an investigation into the facts of the crime committed by the group involved. On 3 march of the following year, the public security directorate of tsuzhou and the city unified its command and control, drawing together police forces from the districts of kawakawa, gao xin, nanfung and lechuan to form specialized teams to provide basic insight into the structure of the gangs involved and the division of labour, by means of follow-up and video patrols。
On 7 may 2022, the unit joined forces and arrested all those involved in the production chain. After an inquest and in-depth investigation, it was found that the suspects had been arrested promptly by the special unit, which was based in guangdong, shenzhen and zhejiang yiu. According to statistics, the case resulted in the arrest of more than 10 suspects, the destruction of 5 crime sites, the seizure of more than 130,000 counterfeit electronic cigarettes and a shipment of raw materials, equipment, etc., for a total value of over $20 million, and the complete dismantling of an electronic and black chain of purchase, manufacture, transport and sale of false registered trademarks。
