The rapid development of the it industry provides a vast space for education. According to incomplete statistics, students studying it and related subjects in secondary vocational education and higher education currently account for more than a quarter of the total number of students enrolled, but graduates are still unable to meet society's demand for technical skills in it. At present, our overall it education lags behind the development of it technology and industry. The main problems in it talent development are, first, that it does not meet quantitatively the country's it industry, especially in the areas of information security technology, network technology, software technology and chip design, and, secondly, that the it workforce still suffers from a serious structural imbalance, which falls short of “two”: the shortage of highly skilled it personnel, including complex senior management and advanced technical staff, and the shortage of skilled, applied it-based information technology personnel, known as “it blue leader”; and, thirdly, the lack of a single culture model, a lag in teaching content, a disconnect between theory and practice。
In the context of china's accession to wto, the rapid development of the information industry and its characteristics pose new requirements and challenges for the development of information technology talent and the development of teaching materials:

- it talent development must be demand-driven, market-oriented, multi-level, multi-modal. At present, there is a wide gap between the it professional development model and market demand in a number of secondary and tertiary institutions. Many institutions have similar specializations, ranging from priority higher education institutions to general higher education institutions to higher secondary schools, with similar curricula, curricula and teaching methods, and with similar goals. Only a multi-level, multi-modal approach to talent development can meet the needs of society for a variety of high-quality, high-quality specialists。
- socialization and internationalization of it skills development. The training of it personnel depends on the enterprise, which relies on education to build a comprehensive it training system for society, enterprises and schools. In the face of economic globalization, greater efforts must be made to develop more internationalized it talent。
- fostering creative, skilled people. The information industry, which is a very practical industry, requires, in terms of the needs of the workforce, that talent be of a high degree of innovation, practical competence and learning. Capacity-building should be the main focus for designing students ' knowledge, abilities, quality structures and development programmes; strengthening the integration of theory and practice; and enhancing adaptive capacity development and capacity to apply knowledge in an integrated manner。

— the content of the teaching is constantly updated. The rapid development of information technology requires that the content of the it professional curriculum should constantly incorporate new knowledge, technologies, techniques and methods。
The electronic industry press, a scientific, technical and educational publication directly belonging to the ministry of the information industry, is the “national planning and publication base” established by the ministry of education. In recent years, e-society has been actively promoting strategic transformations, from science and technology publishers to science and education publishers; strengthening the planning, editing, marketing and servicing of teaching materials; increasing the publication of teaching materials, with some 300 academic and 100 technical training materials published each year; teaching materials covering all disciplines of information technology, from primary to post-graduate education, and specialized in various fields of information technology and related specializations; and the growing maturity and specialization of the workforce, philosophy and development of teaching materials。
Based on the information industry, which is based on the scientific and technological strength of the industry, the e-society organizes specialists and first-line teachers, at a high level of demand for talent in the information industry's occupational groups, and uses pedagogic and cognitive theories to explore the relationship between the curriculum structure, the structure of teaching materials, the cognitive structure and the structure of competence, and to study the theory of the construction of teaching materials. The joint schools, teaching and research departments are actively studying the objectives of the development of the various professions, the development model, the content of teaching and the curriculum system, etc., and are focusing on incorporating the results of the educational reforms in each school and organizing teaching materials on the basis of the results of teaching and research. Thus, the promotion of a strong combination of theory and practice, the organic integration of knowledge and skills; “teaching, learning together”, the full mobilization of students' learning initiatives; the importance of developing students' capacities and integrating knowledge and competence systems in an organic way; and the rich teaching content of experiments and practices are on the agenda。
