On 12 september, the seventeenth session of the standing committee of the fourteenth national people's congress voted to adopt the law of the people's republic of china on rule of law education and publicity education, which has been in force since 1 november 2025。
The act contains a total of 7 chapters, 65 articles, including general provisions, education on the rule of law in society, education on the rule of law for state agents, education on the rule of law for adolescents, guarantees and supervision, legal responsibility and by-laws。
Why should a law on law and order education be enacted
Rule-of-law education is a long-term foundational effort for a fully rule-of-law state。

A law on the promotion and dissemination of the rule of law has been adopted with a view to strengthening the rule of law, raising the level of legal literacy and social governance of the population, creating a favourable climate for the rule of law in society at large, strengthening the social foundations of a state governed by the rule of law and promoting a higher level of socialist rule of law。
“the introduction of this law has increased the practical experience and innovative results of the rule of law education efforts in recent years to the legal system, has clarified the responsibilities of the parties to promote the rule of law and has better responded to the new demands of the population for education on the rule of law.” cheng lei, professor at the law school of the people's university of china。
What are the highlights of this law
• clarify the “lifelong rule of law education” “who enforces the law and who enforces the law”。
The law on education for the rule of law stipulates that the state shall introduce a permanent system of education for citizens on the rule of law, which shall be integrated into the national education system, the education of cadres and the social education system。
The law also provides that the state shall prepare a national plan for the promotion of the rule of law. The state bodies are responsible for applying the law in accordance with the spirit of “who enforces the law and who enforces it”。
There's nothing like it. The development of a law on the rule of law education system, based on a permanent system of education in the rule of law for citizens, has resulted in a longer-term, broader and more effective institutionalization of the rule of law, thinking about the rule of law and the concept of the rule of law in people's minds and in everyday behaviour。
• to create an atmosphere of respect for the law and its observance throughout society。
The law on education for the rule of law proposes that the state organize public awareness campaigns on the rule of law, using major festivals, commemorative days, etc., in conjunction with the publication of laws and regulations
(b) operators and managers of public places should, in accordance with the law, conduct awareness-raising campaigns on the rule of law in the premises under their administration on issues of concern to the public, such as consumer protection and food and medicine security
Network service providers should, in accordance with the law, educate practitioners and network users about the rule of law ..
“the law requires promoting the integration of rule of law education into governance at the grass-roots level and in daily life, and we need to further integrate the productive life of the population into the practical implementation of a variety of activities to bring rule of law education closer to the people.” in guangdong, guangzhou, guangdong province, the director of the huang shik street labour committee of the general council of the people of white cloud zone stated that。
• law and order education “from dolls”。
The rule of law education is a prerequisite and basis for the observance of the law by the entire population and must be “started with dolls”。
The law on education for the rule of law makes it clear that the state, society, schools and the family are working together to promote the rule of law in accordance with the physical and mental characteristics and developmental needs of young people; it sets out the duties of the education administration, the judiciary, the parents or other guardians of minors, and web-based service providers, among others。
“enhance awareness-raising campaigns on the rule of law for adolescents and young people so that students can use the legal knowledge they have learned to think about issues, help to develop students' thinking skills and teach them how to protect themselves properly.” teachers of secondary schools attached to beijing university have indicated that the law will lead to better education for young people to develop a sense of compliance with the law, a sense of rules, a sense of integrity and a sense of prevention of delinquency, so that the seeds of the rule of law will take root in their children。
• the “critical minority” of national staff。
State agents should take the lead in respecting the rule of law; the recruitment of state agents should include relevant legal knowledge in the admission examination; and the use of leadership cadres should be included in the annual debriefing as required ..
The “rule of law awareness education for state personnel” chapter provides for the “critical minority” of leadership cadres to help national staff to develop a rule of law concept and enhance their capacity to apply the rule of law thinking and approach。
“many provisions of the law on promotion and education of the rule of law and the institutionalization, standardization and long-term effectiveness of the use of the law by state agents are important in promoting awareness of the rule of law throughout society and building a socialist state based on the rule of law.” the head of the department of legal and legal governance of the ministry of justice has indicated that the legislative implications and core content will be read in the context of the publication of the law and that the accompanying system will be revised in a timely manner to further refine the implementation of the legal requirements. Scientific planning for the national “nine five” legal literacy programme and the further implementation of actions to promote the rule of law among citizens, etc., ensure that the legal provisions are effective and effective。
